The Incorporated Village of Valley Stream sits in the Town of Hempstead and has its own Building Department at Village Hall. It reviews residential and commercial work under the New York State codes and the Code of the Village of Valley Stream. Not every "Valley Stream" mailing address is in the Village, though. Some (for example, North Valley Stream) are handled by the Town of Hempstead's Building Department instead, so we check the jurisdiction first.
The Village's FAQ lists building, plumbing, electrical, fence, sign and pool permits, along with lines & grades, floodplain development, subdivisions, dumpsters, temporary structures and temporary storage containers. Basement work, kitchens and bathrooms, and conversions back to a legal two-family are common reasons homeowners need a Valley Stream permit or legalization. The Village also licenses the plumbers and electricians who work there.
Finished basements, extra bathrooms and old additions without a sign-off are the problems we see most often in Valley Stream. They show up when a buyer's attorney orders a search, and the Village will want inspections, and sometimes plans, before it closes them out. In flood-prone parts of the Village, floodplain rules can also affect what has to be shown on the plans.
