Garden City is an incorporated village in the Town of Hempstead with its own Building Department on the second floor of Village Hall. Many Garden City projects also need design review, not just a permit. Neighborhoods with a "Garden City" mailing name, such as Garden City Park and Garden City South, are often outside the Village and handled by a town instead. So we confirm the jurisdiction before anything is drawn or filed.
The Village asks you to check with the Building Department about new buildings, additions, interior or exterior alterations, accessory structures (fences, sheds, decks, central air conditioning), signs, and certificates of occupancy. Smaller jobs such as fences, pools, driveways, replacement windows and accessory structures use the Village's Minor Building Permit Application. Plumbing and electrical work must be done by licensed trades, and electrical inspections are handled by the Village's designated electrical inspection agency.
Garden City's review is detailed, and its records follow the house. An open permit, an unpermitted deck or fence, or an A/C unit that was never signed off can come up in a buyer's search and delay a closing until the Village inspects and closes it. Since design review can add a hearing to the schedule, it pays to start early on anything exterior.
