Rockville Centre is an incorporated village in the Town of Hempstead with its own Building Department on Maple Avenue. Besides issuing permits, the department decides whether an application can be granted as is or has to go to the Planning Board (site plan, special use or subdivision) or the Zoning Board (variances). Knowing which path you're on early saves a lot of time.
The department issues residential and commercial construction permits, licenses electricians and plumbers, and issues certificates of occupancy and certificates of completion. Its online forms include plumbing, gas, electrical, sign and slip permit applications, a one-family affidavit, a zoning affidavit, HVAC/gas/oil burner compliance affidavits, an asbestos affidavit, and an architect's/engineer's certificate of compliance.
An open permit or missing certificate of completion in Rockville Centre usually turns up during a sale, when the buyer's side asks for the C of O and the completion letters. Closing it means inspections and paperwork through the same department that issued the permit, sometimes years later. Village Code violations the department finds on a complaint have to be cured before the record is clean.
