Glen Cove is one of Nassau County's two cities, so it isn't part of any town. Its Building Department enforces the City's own building code and zoning chapters along with the New York State codes. Its own rule of thumb is: "if it involves structural changes, it requires a permit." The City moved its permits onto OpenGov in late 2024, so most filings now go online.
The City's own list of work that needs a permit includes additions (garages, porches and decks), structural interior work, finished basements, pools deeper than 18 inches (a half in-ground pool counts as in-ground), sheds including prefab sheds, wood and gas stoves and fireplaces, roofing, siding and replacement windows, signs, demolition, electrical service changes, A/C units and generators, PODS storage units, and home occupations. Fences, tree removal, tents and solar have their own applications.
The City says it plainly: if you sell a home that was modified without a permit, you'll need an architect or engineer, a permit for the work, and an inspection, and that can hold up the closing. Many lenders also want proof of a final inspection. The City asks homeowners to deal with this before they list, and we agree. Fixing it early is far easier than fixing it with a buyer waiting.
